Intellectual property sphere is a leader in the fulfilment of Ukraine’s obligations under the Association Agreement with the EU

This is stated in the relevant report published by the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration.

According to the Report on the Implementation of the Association Agreement between Ukraine and the European Union for 2024, Ukraine has fulfilled 98% of its obligations in the field of intellectual property. This is the highest rate among all 24 sectors.

In addition, 90% or more fulfilled commitments in the following areas:

    – Education, training and youth – 97%,

    – Statistics and information exchange – 96%,

    – Humanitarian policy – 94%,

    – Justice, freedom, security, human rights – 93%,

    – Public procurement – 92%,

    – Political dialogue, national security and defence – 91%,

    – Entrepreneurship – 91%,

    – Customs issues – 91%,

    – Taxation – 90%,

    – Public financial management – 90%.

Overall, in 2014-2024 period, Ukraine fulfilled 81% of its commitments under the Association Agreement.

Commenting on the results of the report, Olha Stefanishyna, Deputy Prime Minister for European and Euro-Atlantic Integration – Minister of Justice, emphasized:

“Our movement towards EU membership is a comprehensive and multi-level process. Thus, the screening of Ukrainian legislation for alignment with EU law is ongoing, and together with the European Commission, we have completed the screening of three out of six Clusters. An action plan was also adopted to implement the recommendations of the European Commission presented in the EU 2024 Enlargement Package. At the same time, Ukraine continues to implement its commitments under the Association Agreement, which is one of the key guidelines for integration into the EU internal market. I am grateful for the well-coordinated teamwork of all those involved – ministries, the Parliament, and other authorities – in moving forward, including the creation of this report.”

Olena Orliuk, Director of the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO), is confident that the IP sector will continue to be among the leaders:

“I am proud of the work of my colleagues and grateful to all the stakeholders involved in the field of intellectual property in Ukraine. In recent years, our sphere has done a tremendous amount of work to fulfil its obligations under the Association Agreement, including the harmonization of Ukrainian IP legislation with the European one.

The next step is to work towards Ukraine’s full membership in the EU and to implement the best European standards and practices in national IP legislation and enforcement. The results of the IP screening have already demonstrated the high professional level of Ukraine’s preparation. And I am confident that the joint work of the legislative, executive and judicial authorities, the professional IP community, and a wide range of stakeholders will allow us to do this as efficiently as possible.”
