    Ukraine takes a new step towards the European IP space: results of the meeting of the EUIPO and UANIPIO management

     

    On October 22-24, 2025, the first official visit of Olena Orliuk, Director of the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office), took place to the headquarters of the European Union Intellectual Property Office (EUIPO) in Alicante, Spain.

     

    The UANIPIO delegation also included:

     

    • Bogdan Paduchak, First Deputy Director;
    • Andrii Zozuliuk, Head of the International Cooperation Department.

    Integration into TMview

     

    The visit was held on the occasion of the official announcement of the integration of Ukraine’s trade marks data into the global search engine TMview EUIPO. From now on, information about almost 600 thousand trade marks registered or submitted for registration in Ukraine has become available in the TMview system, which combines data from more than 134 million TMs from 80 countries globally.

     

    TMview also features a Ukrainian-language interface that provides ease of use for Ukrainian applicants and specialists.

     

    During the visit, the Ukrainian delegation held a bilateral meeting with João Negrão, EUIPO Executive Director and the Department’s leadership, during which the parties discussed deepening the cooperation in the field of trade marks and industrial designs.

    Ukraine’s integration into TMview is an important milestone in cooperation between EUIPO and UANIPIO. This was emphasized by João Negrão. According to him, this is clear evidence of tangible progress in bringing Ukraine’s IP system in line with EU standards and moving towards EU membership.

     

    “For Ukrainian businesses, this integration is a powerful tool that increases visibility and enhances protection beyond borders. Support for the IP system of Ukraine is a priority in the EUIPO cooperation program,” he noted.

     

    João Negrão emphasized that the EU funded EU4IP project coordinates the legal framework and general practices, strengthens institutions and expands opportunities for Ukrainian innovators and creators.

     

     

    Since Ukraine received the candidate status for EU membership in 2022, UANIPIO’s cooperation with EUIPO has only strengthened. In July 2023, Memorandum on Understanding was signed, which laid the foundation for joint work. This was emphasized by Olena Orliuk during the meeting.

     

    “Ukraine’s integration into TMview has become a logical continuation of this partnership. It shows that we are not just moving towards European integration, but are already working according to common digital standards. Owing to this cooperation, more than half a million Ukrainian trade marks have become available in TMview. This opens up new opportunities for businesses that can quickly check their trade marks, assess risks, and protect the brand,” Director of the IP Office outlined the benefits for Ukrainian users.

     

    The launch of integration of Ukrainian data into TMview was a landmark result of the systematic partnership between UANIPIO and EUIPO, which confirms Ukraine’s deep integration into the European IP space.

    Strengthening of strategic partnership

     

    During the meeting, the management of EUIPO and UANIPIO also discussed the current state of cooperation and identified key areas of joint work for 2026 within the framework of bilateral cooperation under the Memorandum on Understanding and the 2nd Work Plan of the EU4IP project.

     

    Special attention was paid to the continuation of work on legislative initiatives within the framework of the EU4IP project on the adaptation of Ukrainian legislation in the IP sphere with the EU acquis on already developed proposals, as well as on EU acts on industrial designs and geographical indications. They also discussed strengthening law enforcement in the IP sphere by ensuring full approximation to the IPRED Directive and expanding interdepartmental cooperation and participation of Ukrainian authorities in European law enforcement networks.

     

     

    In addition, they discussed further steps to prepare Ukraine for joining the European systems: DesignView, TMclass and DesignClass, which will ensure even deeper integration of the Ukrainian IP infrastructure into the single European digital ecosystem; as well as preparations for the implementation of Common Practice (CP) on trade marks in UANIPIO in accordance with the standards applied in the EU member states.

     

    The meeting participants discussed the further use of the EUIPO SME Fund, which remains uniquely accessible to Ukraine among countries outside the EU. Also attracting additional EUIPN tools to assist Ukrainian businesses in protecting intellectual property rights and expanding access to European markets.

     

    EUIPO and UANIPIO agreed to continue joint activities to improve the skills of Ukrainian specialists, develop the institutional capacity of the Office and promote intellectual property among innovators and creative communities.

     

     

    During the meeting, João Negrão confirmed the European Union’s unwavering solidarity with Ukraine and pointed out that support for the Ukrainian intellectual property system remains one of EUIPO’s priorities.

     

    Olena Orliuk thanked for this support, noting that owing to joint efforts, Ukraine is strengthening its status as a reliable innovation partner in Europe.

     

    The management of UANIPIO also took part in the Liaison Meetings, which bring together representatives of national IP Offices of EU member states and partner organizations to exchange experience and synchronize approaches to the implementation of European standards in the field of intellectual property.
