    New patent attorneys certified in 2025 received their certificates

    On November 5, 2025, at the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office), held a ceremony to present certificates to representatives in intellectual property cases (patent attorneys) who successfully passed certification and whose details were entered in the State Register of Intellectual Property Representatives (patent attorneys).

     

    Congratulations and prospects of the profession

     

    “This year, we can finally officially say that the professional community of patent attorneys has been replenished with a new strong staff: motivated specialists who already have significant practical experience. This is crucial for Ukraine. If we want to see a country that is not just being rebuilt, but developing and making a breakthrough in the field of innovation, we need professional support for these processes,” said Olena Orliuk, Director of UANIPIO, in her welcoming speech.

     

    According to her, from the very beginning it was clear that the certification procedure would be complex and bureaucratic.

     

    “But even then, we did not fully imagine the scale of the paperwork, the time and the resources that would have to be spent. At the same time, we can say that the whole process was completed successfully. During the certification period, we did not receive any comments about any violation of the law, ethical or anti-corruption norms. This confirms that the procedure was conducted transparently and in full compliance with the requirements,” noted Olena Orliuk.

    The Director of the IP Office noted that based on the results of the certification, proposals will be formed to improve certain provisions of normative legal acts in order to make the procedure faster and more efficient.

     

    Olena Orliuk congratulated the patent attorneys, and also thanked the members of the Patent Attorneys Attestation Commission and the IP Office team:

     

    “We passed this challenge together, and today we have a great result.”

     

    In addition, the Director of UANIPIO shared the prospects related to the activities of patent attorneys:

     

    “We are interested in having a Patent Attorney’s Day in Ukraine. Taking into account the results of certification and the analysis of legislation, we expect initiatives from professional associations. This will allow us to officially apply to the Ministry of Economy, Environment and Agriculture of Ukraine, and then to the Office of the President of Ukraine to resolve the issue at the state level.”

     

    According to Olena Orliuk, amendments to the legislation regarding the status of a patent attorney are already being initiated: it is planned to clarify this status in the Law of Ukraine “On the Protection of Rights to Inventions and Utility Models” – in order to strengthen the position of the profession and give it proper legal certainty. It is also planned to resume the process of including the profession of a patent attorney in the classifier of professions.

     

    “It is important for us that patent attorneys in Ukraine have a lot of work to do. This is a professional market need. Therefore, we are actively expanding the presence of information about intellectual property on all available platforms. We emphasize everywhere: if you have any questions, please contact your patent attorney immediately. This is especially important to avoid mistakes while filing the applications. Such communication is already placed, for example, through the “Diia.Business platform.”

     

    We also work with business support programs from the Ministry of Economy. We discuss with representatives of the Ministry of Economy how to convey to businesses, SMEs and individual entrepreneurs  that intellectual property registration is a necessity. And again, you should contact a patent attorney to do this. It is fundamentally important for us that the register of patent attorneys has up-to-date information so that businesses can quickly find a specialist,” emphasized Olena Orliuk.

     

    She also recalled the importance of regional programs for reimbursement of expenses for IP registration, and the possibility of obtaining funding for European registrations through the SME Fund grant program, which is implemented by the European Union Intellectual Property Office (EUIPO).

     

    “Ukraine deserves not only IP registration in Europe or globally. We deserve the recognition of Ukrainian intellectual property, its creation, identification and commercialization here. We are not just colleagues and partners in this area. We are accomplices who should work on this,” Olena Orliuk summed up.

     

    For his part, Deputy Director of UANIPIO, Chair of the Patent Attorneys Attestation Commission Ihor Parenchuk noted that many of the patent attorneys present have many years of experience in the field of intellectual property and real professional achievements:

     

    “We share responsibility to our clients and service customers. This encourages us to constantly improve our qualification and professionalism. And today’s event is a confirmation of this. You have risen one more professional level, and there may be many more ahead. This is not just a path – it is your response to the challenges of the time and the needs of the market. You coped with this task with dignity. Congratulations.”

    Ihor Parenchuk spoke about the changes related to legislation, digitalization, and the development of innovations that are taking place in the IP system:

     

    “I am very interested to observe how quickly our sphere is changing. We see how the legal part of activity remains constant, but at the same time approaches to work, standards, methods are changing, and new directions are emerging. We already work not only with classic intellectual property objects, but also with technological developments, innovative products, and interim solutions that require comprehensive support. We are gradually expanding our functionality as members of the innovation ecosystem. And who knows what the development of artificial intelligence will lead us to – perhaps there will be new objects of legal protection or even new specializations.”

     

    The Deputy Director of UANIPIO noted that the IP community has high hopes for new patent attorneys.

     

    “I wish you success, professional development and new opportunities. See you not only at events dedicated to intellectual property, but also on innovation platforms. And even better – in joint innovative projects,” Ihor Parenchuk appealed to patent attorneys.

     

    Wishes for patent attorneys from the IP community

     

    Members of the Patent Attorneys Attestation Commission, National Association of Patent Attorneys and the IP Office also congratulated the patent attorneys.

    Inna Shatova, Deputy Head of Intellectual Property and Innovations Department – Head of the State Policy in the Intellectual Property Field Unit of the Ministry of Economy, Deputy Chair of the Patent Attorneys Attestation Commission:

     

    “I would like to wish you a successful professional career path in the field of intellectual property. I urge you to monitor changes in the legislation, because this updated European integration national legislation obviously provides for prospects for increasing the amount of activities of professional representatives in the field of intellectual property (patent attorneys). For example, the updated trademark law alone will not only add challenges, but also open up many new opportunities for you to provide new services to your customers.”

     

    Leonid Cherepov, member of the Patent Attorneys Attestation Commission, member of Board of the All-Ukrainian Patent Attorneys Association (UPAA):

     

    “33 years ago, we were awarded the first certificates of patent attorneys in independent Ukraine. It was also November 5, so it may be necessary to make a Patent Attorney’s Day on this date.”

     

    Vasyl Krasnikov, the President of the All-Ukrainian Patent Attorneys Association (UPAA):

     

    “Patent attorney is one of the most interesting professions, although not classified by the State. Therefore, I am grateful to the IP Office for raising this issue. There is still a lot of work and nuances ahead that relate to the activities of patent attorneys.”

     

    Myroslava Koval-Lavok, member of the Patent Attorneys Attestation Commission, member of the National Association of Patent Attorneys of Ukraine (NAPA):

     

    “I am sincerely impressed by the professionalism and diligence that you demonstrated throughout the certification. It’s incredible! I really want you to carry this incredibility further. I wish you to see each other not as competitors, but as allies who support each other. Invest in relationships with each other and it will give a great result.” 

     

    Daria Kaplunenko, Head of Board of the National Association of Patent Attorneys of Ukraine (NAPA):

     

    “Today, in addition to the certificate of a patent attorney, you received the work of your life. After all, this is not only a professional activity, but also something much more. And in this “graduation” you will get not only colleagues, but also friends who understand you. After all, the community of patent attorneys is a new family that welcomes you.”

     

    Nataliia Petrova, member of the Patent Attorneys Attestation Commission, Head of the Department of Examination of Applications for Industrial Property objects of UANIPIO:

     

    “It was worthy: both workers and candidates. We must maintain a high level of work for both the IP Office and patent attorneys, because now we are under close attention of international community.”

    According to the results of the certification, 76 candidates were certified as patent attorneys in the following specializations:

     

    • 74 candidates in the specialty “trade marks”;
    • 60 candidates in the specialty “industrial designs”;
    • 25 candidates in the specialty “inventions and utility models”;
    • 16 candidates in the specialty “semiconductor products”;
    • 37 candidates in the specialty “geographical indications”;
    • 27 candidates in the specialty “legal services”.
