The Ukrainian National Office on Intellectual Property and Innovations (UANIPIO/IP Office) is participating in the 35th Session of the Committee on Development and Intellectual Property (CDIP) of the World Intellectual Property Organization (WIPO), which is taking place from November 17-21, 2025 in Geneva.
The Ukrainian delegation includes Bogdan Paduchak, First Deputy Director of UANIPIO.
The agenda for the 35th Session covers a number of important issues related to the implementation of the Development Agenda (DA) and the technical assistance WIPO provides to its member states. The Ukrainian delegation is involved in the review and analysis of several WIPO documents, including:
Ukraine is actively participating in discussions on the implementation of the project concerning strengthening the capacities of IP Offices in crisis situations. This project is aimed at supporting national IP Offices during crises such as wars, natural disasters and other large-scale emergencies. This project will contribute to ensuring:
Ukraine emphasized that UANIPIO`s own experience during martial law and the armed aggression of the russian federation makes this area not only relevant but also critically important for maintaining interaction with business, innovators, researchers, and international partners.
“In doing so, we also wish to stress that crisis management in IP Offices must account for all dimensions of resilience – including the personal, human factors”, – noted Bogdan Paduchak.
The Ukrainian delegation additionally emphasized that psychological resilience, moral motivation, and care for people are just as important as the protection of systems, infrastructure, or databases.
In its address, the Ukrainian delegation underscored that the ongoing russia`s war of aggression against Ukraine directly undermines the goals for which the WIPO Development Agenda was created, specifically the strengthening of institutional capacity, the innovation ecosystem and community resilience.
“Every day, Ukrainian people continue to face missile and drone attacks targeting innovation infrastructure, research facilities and intensifying strikes on our civilian facilities. Just last week, on the night of 13-14 November, the capital city of Kyiv was struck by a massive aerial assault by Russians, involving at least 18 missiles and 430 drones. Seven people were killed in Kyiv and at least 35 others wounded, including a pregnant woman. The strikes damaged high-rise apartment blocks, medical facilities, schools and energy infrastructure across multiple districts, including an area near the Ukrainian IP Office”, – Bogdan Paduchak stressed in his statement.
He highlighted that the russian federation must bear legal responsibility for its internationally wrongful acts, including compensation for the damages inflicted upon the Ukrainian intellectual property system.
Furthermore, in the introductory statement, gratitude was expressed to WIPO member states and the Secretariat for their consistent support for Ukraine and solidarity during this difficult time.
In addition, the delegation of Estonia delivered a statement in support of Ukraine on behalf of the Central European and Baltic States (CEBS) Group. The CEBS statement expressed deep concern regarding the unprecedented damage to the infrastructure serving scientific, educational, research, and cultural institutions, but more importantly, the loss of opportunities within Ukraine’s intellectual property ecosystem. The Group called upon the WIPO International Bureau to ensure the full implementation of the decision regarding respect for the sovereignty, independence, and territorial integrity of Ukraine, while calling on the Russian Federation to cease its full-scale invasion and aggression against Ukraine.
