During the 66th Series of Meetings of the Assemblies of the Member States of WIPO (General Assembly) in Geneva, the Report of the Program and Budget Committee (PBC) was presented (Agenda Item 11).
During the discussion, the Ukrainian delegation, composed of representatives of the Ministry of Economy of Ukraine and the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office), expressed gratitude for the constructive work and balanced approach taken in the preparation of WIPO’s Program and Budget for the 2026–2027 biennium.
At the same time, the Ukrainian side strongly denounced the ongoing operation of the WIPO External Office in the russian federation.
“As we have emphasized in previous Assemblies and PBC sessions, russia’s unprovoked war of aggression against Ukraine gravely undermines international law and threatens the integrity of the multilateral IP system. It is incompatible with WIPO’s fundamental principles to continue operating an external office in a country that systematically undermines the rule of law, weaponises and misappropriates intellectual property”, said Bogdan Paduchak, First Deputy Director of UANIPIO, delivering the statement on behalf of the Ukrainian delegation.
Ukraine once again reminded the international community about the terror inflicted by the russian federation against civilians, in particular, about yet another sleepless night in Kyiv, which, from July 9 to 10, was subjected to a massive missile attack resulting in destruction of civilian infrastructure and civilian casualties.
“This tragic event is yet another reminder of the human cost of russia’s aggression and underscores the urgent need for accountability across all international forums”, as stated in the statement.
Ukraine stressed that the russian federation must bear the legal consequences for its violations of international law and its pressure on the global IP system. In light of this, Ukraine called for the following measures:
“Such a step would contribute to restoring confidence in international law and justice within the IP community”, emphasized Bogdan Paduchak.
