The priorities of Ukraine and Estonia in the fields of digital transformation, intellectual property, and artificial intelligence development, as well as prospects for bilateral cooperation, were discussed during a meeting between representatives of the Ukrainian delegation and the Estonian Minister of Justice and Digital Affairs, H. E. Liisa‑Ly Pakosta, held on July 7, 2025, in Geneva, Switzerland.

During the discussion, the Ukrainian side presented key priorities of digital governance amid wartime conditions, in particular, the implementation of electronic services such as the ePermit system (Unified State Electronic Permit System “eDozvil”), digital tools in the field of employment and e-governance platforms. The discussion focused on digitalization efforts that allow the public service system to remain resilient despite numerous challenges.
Special attention was paid to the development of a national Large Language Model (LLM) for the public sector, specifically to improve the quality of services in the IP sphere provided by the national IP office.
Liisa-Ly Pakosta noted that Ukraine is a true role model in the sphere of digital development.
Oleksandr Tsybort emphasized that Estonia is a recognized leader in digital public governance in Europe and for Ukraine such cooperation holds strategic significance.

In addition, the Ukrainian side expressed interest in studying Estonia’s experience in the field of cybersecurity of state institutions and the protection of critical digital infrastructure, both to prevent potential threats and to ensure the continuing operation of digital services.
