On 8-9 September 2025, the Regional сonference on IP and Creative Industries was held in Chișinău (Republic of Moldova) under the theme “Empowering Creativity for Sustainable Growth with Intellectual Property”.
The event was organized by the World Intellectual Property Organization (WIPO) in cooperation with the State Agency on Intellectual Property of the Republic of Moldova (AGEPI) and the Ministry of Culture of Moldova, with the support of the European Union Intellectual Property Office (EUIPO) under the EU-funded EU4IP project.
The conference brought together policymakers, creators, entrepreneurs, and intellectual property professionals from Moldova, Central Europe, and the Baltic States, as well as representatives of international and regional organizations.

The representatives of UANIPIO joined panel discussions, sharing Ukraine`s experience in developing the IP sector, particularly in the context of war, digital transformation, and European integration.

On 8 September, Bogdan Paduchak took part in a Roundtable on “Building Effective National IP Strategies for Achieving National Development Goals – Policy Coherence between IP, Culture, Trade, and Innovation”.
In his speech, the First Deputy Director of the Ukrainian IP Office shared insights and conclusions from the ongoing project to develop the National Intellectual Property Development Strategy until 2030, prepared in cooperation with WIPO, international partners, and the Ministry of Economy, Environment and Agriculture of Ukraine.
“This Strategy has become for us not only a tool of legal reform but also a practical roadmap for recovery, European integration, and digital transformation”, emphasized Bogdan Paduchak, highlighting that intellectual property has evolved into an instrument of cultural identity, resistance, and soft power for Ukraine, amid the ongoing war of aggression by the russian federation.

“The adaptability of solutions and resilience of the staff of the state IP system have been key to preserving the sector’s functionality under conditions of full-scale invasion. Thanks to this resilience, we can speak not only of continuity of services but also of development, which is the central focus of the draft Strategy”, added Bogdan Paduchak.
The main components of the draft Strategy included support for SMEs and innovative businesses, culture and geographical indications, commercialisation of intellectual property, development of digital services, ensuring good governance and alignment with EU law.
On 9 September, Dmytro Doroshenko joined the Roundtable on “Supporting the Growth of the Creative Industry – Roles and Functions of IP Offices”, where he presented the creation of a dedicated unit within UANIPIO working with the creative sectors of the economy.

The presentation focused on specific initiatives and projects of UANIPIO, including:
“We adapt IP policy and services to the needs of specific sectors. In their efforts to support creative industries, offices like UANIPIO can only act within the field of intellectual property – we do not speak about investment or financing. However, even such IP-focused support can have a significant impact on entire sectors of the creative economy”, – stressed Dmytro Doroshenko.

The participation of UANIPIO representatives in the Conference confirms the interest in Ukraine’s experience in building a modern, transparent, and digital IP system aligned with the best international practices and the country`s European integration path, even under conditions of russia’s war of aggression.
