The digitalization of intellectual property services and the application of artificial intelligence technologies to block applications in international registries originating from the Autonomous Republic of Crimea and other temporarily occupied territories and identified as “russian” were among the key topics discussed during the meeting between the Ukrainian delegation and Mr. Kenichiro Natsume, Assistant Director General of the World Intellectual Property Organization (WIPO) on digital services, artificial intelligence and frontier technologies.

The Ukrainian delegation at the meeting was represented by the team of the Ministry of Economy of Ukraine and the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office), namely:
The Ukrainian delegation, led by Oleksandr Tsybort, recognized Kenichiro Natsume’s leadership in WIPO’s digital transformation and his efforts in advancing work related to artificial intelligence and expressed gratitude for his openness to dialogue with Ukraine.
During the meeting the Ukraine’s unwavering determination to modernise its IP ecosystem through digital services and AI-based solutions, as well as the integration of national data and services into WIPO’s global platforms, was emphasized.
The Ukrainian side presented current initiatives in digital governance including the implementation of the ePermit system, digital employment tools and AI-based public services.
Special attention was paid to the national project to develop Ukraine’s first Large Language Model which will serve as a foundation for AI-powered public services, particularly in the IP sphere. The initiative is being implemented by the Ministry of Digital Transformation of Ukraine and the WINWIN AI Center of Excellence in collaboration with other government institutions, the business sector and academic organizations.
Ukraine confirmed its intent to ensure that its national LLM complies with international IP protection standards with a focus on the use of appropriate training data sources, respect for copyright and responsible information use.
It was also proposed to establish long-term cooperation with WIPO in the field of AI, in particular to support the development of relevant infrastructure in the Ministry of Economy and UANIPIO.
Among the specific technical areas discussed as priorities for UANIPIO were:
UANIPIO has already established working groups to prepare for the technical implementation of WIPO’s digital tools and to assess the compliance of national practices with international standards.
The Ukrainian side reaffirmed its readiness to continue expert-level dialogue and practical cooperation with WIPO. Additionally, Ukraine proposed exploring the possibility of implementing a WIPO pilot project on integrating artificial intelligence into IP administration using Ukraine as a case study.
At the conclusion of the meeting, the Ukrainian delegation thanked Mr. Kenichiro Natsume for the constructive exchange of views and expressed its appreciation to the WIPO team for the support already provided to UANIPIO in its digital modernization efforts.
