    Annual Report of the IPR Monitoring Center: Enforcement and Systemic Development of Intellectual Property Rights Protection in 2025

     

    The IPR Monitoring Center of UANIPIO (IP Office) presents its annual report “Strengthening the Intellectual Property Enforcement System in Ukraine”.

     

    The report provides a comprehensive overview of the state of intellectual property enforcement in Ukraine and the main results of the IPR Monitoring Center’s activities in 2025. Particular attention is paid to the role of state authorities, interagency cooperation, and practical aspects of applying legal mechanisms to combat IP infringements.

     

    The report also contains summary statistics on the investigation and consideration of intellectual property cases by courts, enforcement agencies, customs and government authorities, as well as outlines the role of additional institutional mechanisms for the development of the IP rights protection system.

    The IPR Monitoring Center, which operates as a unit of the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO), plays a significant role in the development of the enforcement system and improving its effectiveness. The Center is a specialized platform for expert communication that performs analytical, communication, and coordination functions on IP rights infringement issues.

     

    In the reporting year, the Center’s activities focused on four key areas:

     

    • IP Enforcement
    • Analytical activities
    • Educational activities
    • International cooperation

     

    More details on each of these areas are provided below.

     

    IP enforcement and expert networking

     

    One of the priority areas of work for the IPR Monitoring Center in 2025 was interaction with state authorities, the judiciary, and enforcement agencies.

     

    Several measures were implemented during the year:

     

    • a Memorandum of Cooperation and Collaboration between UANIPIO and the Supreme Court was signed;

     

    • a working meeting on combating Internet piracy was held with the participation of representatives of the National Police of Ukraine, the Cyber Police, rights holders, and digital platforms;

     

    • participation in the event “IP Court in Ukraine: The Last Page or a New Chapter?” on the prospects for the functioning of a specialized IP court;

     

    • a working meeting was held with the Office of the Prosecutor General and the Training Center for Prosecutors of Ukraine;

     

    • held a workshop on “Countering Book Piracy”;

     

    • presented the results of the IPR Monitoring Center’s activities within the IP LET Forum 2025.

     

    In addition, the Center conducted training events:

     

    • a training for prosecutors in cooperation with the Training Center for Prosecutors of Ukraine;

     

    • a training course for customs officials on detecting and preventing the movement of counterfeit goods.

     

    Analytical activities

     

    Analytical work has become an important part of the IPR Monitoring Center’s activities. During the year, several studies and analytical materials were prepared and published, aimed at a comprehensive analysis of the state of intellectual property rights protection in Ukraine.

     

    In 2025, the Center published:

     

    • a report on the “State of Intellectual Property Rights Protection in Ukraine in 2024”;

     

    • recommendations for improving the IP rights protection system in Ukraine;

     

    • a study on “Intellectual Property Rights Infringements in E-commerce”;

     

    • a translation of European Commission Recommendation 2024/915 on combating counterfeiting and piracy;

     

    • a review of the Eurojust report on copyright infringements on the Internet.

     

    Educational activities

     

    In 2025, the Center launched several large-scale educational initiatives to raise legal awareness and foster a culture of respect for intellectual property rights.

     

    In particular, the following were carried out:

     

    • the national information campaign ANTI-PIRACY: MUSIC against infringements in the music industry;

     

    • a national information campaign Trust the Original against counterfeiting on marketplaces in collaboration with OLX.ua;

     

    • a pilot educational project “IP Education: Protection” on integrating the topic of IP rights protection into the educational process of secondary schools.

     

    International cooperation

     

    International cooperation remained an important element in the development of the intellectual property rights protection system in Ukraine. Particular attention was paid to the exchange of European practices in the field of customs control, combating counterfeiting and piracy, as well as the development of cross-border cooperation in IP enforcement, which was facilitated by study visits to Germany and Croatia.

     

    In 2025, representatives of the IPR Monitoring Center participated in a number of international events, namely conferences:

     

     

    The IPR Monitoring Center team notes that 2025 was a year of strengthened institutional cooperation, development of analytical activities, and educational events. The Center continues its systematic work aimed at strengthening the national intellectual property rights protection system and implementing European approaches.

     

    Plans for the coming year include further development of interagency cooperation, the launch of new educational initiatives, and strengthening the role of the IPR Monitoring Center in Ukraine’s European integration processes.
