The Special 301 Report of the Office of the United States Trade Representative notes that Ukraine continues to engage meaningfully with the United States on intellectual property issues.
On April 30, 2026, the Office of the United States Trade Representative (USTR) released its annual “Special 301 Report” on the adequacy and effectiveness of the U.S. trading partners’ protection and enforcement of IP rights (IP – Intellectual Property).
The review of Ukraine’s IP policy status in 2026 remains suspended due to Russia’s ongoing war of aggression against Ukraine.
The Report also notes that Ukraine continues to engage meaningfully with the United States on long-standing IP issues, even despite the ongoing war of aggression.
Specifically in the following spheres:
The Special 301 Report also gave a positive assessment of Ukraine’s progress in combating online piracy. In particular, it notes that “the United States urges countries to adopt laws and enforcement practices designed to prevent unauthorized camcording, such as the laws that have been adopted in Canada, Japan, Peru, the Philippines and Ukraine.”
In this year’s report, the USTR identifies Vietnam as a Priority Foreign Country. Among other changes: Argentina and Mexico were moved from the Priority Watch List to the Watch List, due to important improvements in their IP policies; the European Union was added to the Watch List and Bulgaria was removed from the Watch List.
For reference:
“Special 301 Report” is an annual review of the global state of IP rights enforcement and protection. It is prepared by the Office of the United States Trade Representative (USTR). The Report covers more than 100 of the United States’ trading partners. Ukraine was placed on the Priority Watch List in 2021.
