On the eve of the 66th series of meetings of the Assemblies of the Member States of World Intellectual Property Organization (WIPO), the Ukrainian delegation held a bilateral meeting with WIPO Director General Daren Tang.

Following the meeting, a Memorandum of Understanding was signed between the Ministry of Economy of Ukraine and WIPO for 2025–2027. This document marks a new stage in practical cooperation in the intellectual property sphere, particularly in areas such as digitalization, SME development and support for the innovation and creative sectors.
The Memorandum outlines practical steps to strengthen the capacity of UANIPIO through cooperation in the development of operational activities and IT infrastructure with a focus on supporting national applicants. The document was signed by Oleksandr Tsybort and Daren Tang.
Daren Tang commended Ukraine’s progress in developing its intellectual property system and the high level of cooperation with the national office – UANIPIO. The WIPO Director General expressed his solidarity with Ukraine, emphasized the negative impact of the war on the IP ecosystem and reiterated WIPO’s commitment to maintaining and deepening cooperation, especially within the framework of the newly signed Memorandum.
Representatives of the Ukrainian delegation thanked the WIPO leadership and team for their consistent support, professionalism and readiness to address the challenges confronting Ukraine`s IP system.

Oleksandr Tsybort emphasized that one of Ukraine’s priorities is to establish an effective collective management organization that will ensure fair remuneration for creators. Ukraine is seeking to adopt best practices and solutions that serve the interests of authors and performers.
On behalf of the Ukrainian IP Office, Director Olena Orliuk expressed gratitude to the WIPO leadership for their unwavering support and high-quality cooperation which enables the resilience and development of the national IP system even under the conditions of war of aggression of the russian federation against Ukraine.
“Despite the ongoing full-scale war launched by the russian federation, we remain committed to building institutional capacity to protect intellectual property, innovations and creativity. UANIPIO is grateful to WIPO both for the value and consistency of its support. We clearly see that WIPO stands with Ukraine in the most difficult times”, stated the Director of the Ukrainian IP Office.
The bilateral meeting also addressed the WIPO Secretariat Report on assistance and support to Ukraine’s innovative and creative sectors and IP system which will be presented during the 66th series of WIPO Assemblies.
In addition, the Ukrainian side underscored the importance of maintaining the issue of the negative impact of the war of aggression of the russian federation on the IP ecosystem and the innovative and creative sectors on the agenda of the WIPO General Assembly and also reaffirmed principled stance on the need to:
