Deepening cooperation between Ukraine and the World Intellectual Property Organization (WIPO) to strengthen an effective and innovative intellectual property ecosystem, developing and implementing a National Strategy for IP Development, and using advanced technologies, especially artificial intelligence, to facilitate and accelerate IP procedures.

 

These and other issues were discussed by the Ukrainian delegation with the management of the WIPO Division for Transition and Developed Countries (TDC) during a bilateral meeting in Geneva (Switzerland), which took place within the framework of the 66th series of meetings of the Assemblies of Member States of WIPO.

 

The meeting was attended by representatives of WIPO:

 

• Habip Asan, Director TDC, WIPO;

 

• Virag Halgand, Head, Section for Central European and Baltic States Countries and Mediterranean Countries, TDC, WIPO;

 

• Mihaela Cerbari Simmons, Program Officer, Section for Central European and Baltic States Countries and Mediterranean Countries, TDC, WIPO;

 

• Kasym Velychko, Associate Program Officer, TDC, WIPO.

 

Representatives of the Ministry of Economy of Ukraine and the Ukrainian National Intellectual Property and Innovation Office (UANIPIO/IP Office) joined the meeting on behalf of Ukraine:

 

• Oleksandr Tsybort, Deputy Minister of Economy of Ukraine for Digital Development, Digital Transformations, and Digitalization;

 

• Alina Podolieva, Advisor to the Deputy Minister of Economy of Ukraine;

 

• Olena Orliuk, Director of UANIPIO;

 

• Bogdan Paduchak, First Deputy Director of UANIPIO;

 

• Vladyslav Bilotskyi, Deputy Director of UANIPIO.

 

According to Habip Asan, these bilateral interactions remind us that IP is not only about systems and institutions, but above all about people, their potential, and their ability to bring about change. When IP is grounded in local contexts and aligned with national priorities, it becomes a powerful catalyst for innovation and sustainable development.

Oleksandr Tsybort informed the meeting participants about the key initiatives of the Ukrainian Government aimed at the digital transformation of the IP sector, in particular the introduction of the latest technologies and tools based on artificial intelligence.

 

Olena Orliuk expressed her sincere gratitude to the TDC team for their ongoing support of the Ukrainian IP office’s efforts to strengthen institutional capacity and develop the national intellectual property system.

 

“Despite the ongoing war of aggression, we continue to work, maintaining our focus on supporting innovation, creativity, and legal culture. We see that WIPO remains with Ukraine, and we sincerely thank them for that,” emphasized the director of UANIPIO.

 

According to her, in 2025, special attention will be paid to improving services and integration with global WIPO systems, such as WIPO DAS and ePCT. UANIPIO also helps Ukrainian institutions take advantage of the ASPI and ARDI programs, made available free of charge through WIPO support. These tools are particularly valuable in conditions of constrained resources.

 

At the same time, projects are being implemented with national and local partners to support Ukrainian inventors, entrepreneurs, and educational initiatives in the IP sphere. Their goal is to ensure maximum practical benefits for citizens and businesses, even in wartime. The Ukrainian side also expressed its gratitude for the support for the development of the  IP Academy, the TISC network, and the Mediation Center.

 

Special mention was made of the cooperation with the Ministry of Economy of Ukraine in the preparation of the National Strategy for IP Development, which was prepared under the WIPO methodology. According to Olena Orliuk, close interaction with WIPO experts and specialists allows international practices to be adapted to Ukrainian realities.

 

“Thank you once again for your trust and partnership. We are convinced that together we can develop a strong, modern, and sustainable intellectual property system that will meet national needs and promote Ukraine’s global integration,” Olena Orliuk said.
