    IP4Victory – special event in London dedicated to Ukraine: the role of intellectual property in resilience and innovation

     

    In the framework of the International Trademark Association’s Annual Meeting (INTA Annual Meeting 2026), a specialized event IP4Victory was held in London, dedicated to the role of intellectual property in ensuring innovative development, economic resilience and the recovery of Ukraine, a delegation from the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office) participated in the event.

     

    The event was organized by the British Institute of International and Comparative Law (BIICL) in partnership with the National Association of Patent Attorneys of Ukraine (NAPA) and the Ukraine International Law Response Team at BIICL (Transitional Justice). IP4Victory took place on May 5, 2026, in London and was part of the program for the INTA Annual Meeting 2026.

     

    INTA Annual Meeting is one of the largest global events in the intellectual property sphere. In 2026, the event’s program featured practical educational sessions, workshops and discussions on the IP future, digital technologies, artificial intelligence, judicial practice, brand protection and the development of the global IP community.

     

    In this global context, Ukraine shared its experience in developing the IP system under conditions of russia’s war of aggression against Ukraine, constant security risks and challenges to infrastructure, the energy sector and digital resilience.

     

    The representatives of UANIPIO during IP4Victory were:

     

    • Olena Orliuk, Director;

     

    • Mykola Pototskyi, Deputy Director;

     

    • Andrii Sukhovii, Head of the Inventions, Utility Models and Semiconductor Product Layouts Applications Examination Division, Department for Industrial Property Rights Application Examination;

     

    • Dmytro Kondyk, Head of the International Trademark Registrations Unit.

     

    At the event’s opening, Olena Orliuk presented the key results of the Ukrainian IP Office’s work. In particular, she pointed out that, despite challenging conditions, UANIPIO ensures the consistency of its main functions and services: the examination of applications, the registration of IP rights and the management of state registries.

    In 2025, UANIPIO completed more than 31,000 examinations of applications for industrial property rights, ensured the consistent registration of inventions, utility models, trademarks and other IP rights and continued the work to improve the quality and speed of the examination process.

     

    Particular attention was paid to the development of analytical tools, support for creative industries and the innovation ecosystem and strengthening coordination in the sphere of IP rights protection through the Intellectual Property Rights Infringement Monitoring Center.

     

    “Despite extremely challenging conditions, Ukraine continues to build a modern and resilient intellectual property system. For us, it is important both to maintain the continuity of basic services and to move forward, to modernize procedures, advance digitalization, strengthen rights protection and create an innovative ecosystem capable of functioning even under conditions of russia’s war of aggression against Ukraine,” noted Olena Orliuk.

     

    A separate part of the presentation was devoted to European integration. Ukraine is systematically aligning the IP legislation with the EU acquis, particularly regarding patents and utility models, trademarks, trade secrets, copyright and related rights. At the same time, legal alignment comes with digital integration, specifically, integrating Ukrainian trademark data into TMview and further work on the alignment with EU digital tools.

     

    “European integration in the intellectual property sphere is not just about laws. It is also about digital compatibility, transparency, user trust and the practical ability of national systems to work in alignment with the European standards,” emphasized the Director of UANIPIO.

     

    Mykola Pototskyi and Andrii Sukhovii joined the panel discussion “Latest trends in IP development: needs of business and new solutions.” Panel participants discussed current business needs, the role of IP Offices in providing high-quality and user-oriented services, as well as the importance of expertise, digitalization and international exchange of experience for the development of national intellectual property systems.

    In his speech, Mykola Pototskyi emphasized that the draft law on Trademarks provides for a transition to the European model of TM registration and is part of Ukraine’s European integration process. The key novelties are:

     

    • a shift in the approach to examination, with a focus on absolute grounds, while the resolution of conflicts with earlier rights is transferred to the realm of oppositions and invalidation proceedings;

     

    • a significant acceleration of procedures, with prompt publication of the application following its filing and a clearly defined time limit for the submission of objections;

     

    • strengthening the role of monitoring new applications from the business sector;

     

    • as well as the development of post-registration enforcement tools, including oppositions and procedures for invalidating registrations.

     

    At the same time, it was emphasized that the new system is faster but also is more demanding on rights holders: businesses must act proactively, registering trademarks in advance, regularly monitoring applications, actively utilizing opposition mechanisms and working closely with patent attorneys and IP lawyers. The aim of the reform is to create a transparent, effective system that is aligned with EU practices.

     

    “The proposed amendments to trademark legislation are not merely a technical modernization of procedures, but a strategic step toward the development of Ukrainian business under conditions of economic recovery. The transition to the European registration model, which is based on quick procedures and an active role for rights holders, creates a more predictable and effective environment for investment, innovation, and companies’ exit to international markets. At the same time, this means that businesses must be prepared to act proactively, registering their rights in advance, monitoring the market and utilizing protection tools. It is precisely this model that meets EU standards and is a key element of Ukraine’s integration into the single European legal space,” noted Mykola Pototskyi.

     

    Andrii Sukhovii focused specifically on the practical aspects of the IP Office’s work in the sphere of application examination, particularly on the need to provide quality, predictability and convenience in procedures for applicants. Under the conditions of russia’s war of aggression against Ukraine, maintaining the consistent and effective work of the examination system is a key factor in building trust for the national intellectual property rights protection system and its ability to meet users’ needs.

     

    “Examination must be high-quality, user-oriented and predictable, even in such unpredictable times. The applicants’ trust in the IP Office and the effectiveness of the entire intellectual property protection system depend on this,” emphasized Andrii Sukhovii.

     

    Among other speakers at the IP4Victory event were representatives and experts from leading intellectual property institutions, as well as representatives from the international business community. The event was moderated by Maria Tymofienko, Project Manager at Ukraine International Law Response at BIICL.
