The Ukrainian delegation held a substantive meeting with João Negrão, Executive Director of the EUIPO, and his team.
During the meeting, the parties agreed on further steps towards digital integration, expanded participation within the EU Intellectual Property Network (EUIPN) and continued implementation of the EU4IP international technical assistance project. EUIPO representatives highly commended the institutional cooperation with the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office), Ukraine’s progress in aligning its legislation with EU law and reaffirmed their commitment to the continued strategic and technical support.

Oleksandr Tsybort expressed gratitude to the EUIPO for its leadership in implementing the EU4IP project, funded by the European Union, and for its ongoing support of the IP sphere in Ukraine. According to him, this cooperation is crucial for Ukraine’s digital transformation and integration into the European IP community.
“We value EUIPO’s support in implementing modern digital solutions and look forward to further expanding this partnership”, noted the Deputy Minister of Economy of Ukraine.
Olena Orliuk gave thanks to the EU colleagues for their expert assistance and highlighted certain results of the cooperation.
“The EU4IP project is a model example in point of effective EU support for the development of the Ukrainian IP office and the national IP system. Thanks to close cooperation with the EUIPO, we are improving national legislation, integrating into digital platforms and implementing a range of important initiatives, including study visits. We also welcome continued cooperation under the joint Memorandum and the related Work Plan, as well as under the EU4IP project Work Plans, which focus on supporting expertise, digitalisation, development of geographical indications and strengthening enforcement”, stated the Director of UANIPIO.
The Ukrainian side reaffirmed its intention to actively participate in the EUIPN network, in particular by joining working and expert groups, exchanging digital tools and improving the qualifications of experts.
In addition, participants discussed the potential accession of Ukraine to the IP Enforcement Portal (IPEP) and the deepening of cooperation with the EUIPO Observatory on Infringements of IP Rights – a critical step towards strengthening IP rights protection in Ukraine and expanding collaboration with customs and law enforcement authorities.
EU colleagues positively assessed Ukraine’s preparation of draft laws on trade secrets protection, trademarks, inventions, utility models and copyright, as well as the draft methodological guidelines for trademark applications containing geographical indications, developed in accordance with EUIPO methodology, which aligns Ukrainian practice with EU standards.
Special attention was paid to the development of internship programmes and the participation of Ukrainian universities in international programmes such as PES Mundus. The meeting also featured an exchange of views on the development of legal regulation in the field of copyright, taking into account the rapid advancement of artificial intelligence in the context of EUIPO’s Strategic Plan 2030.
