The IP Office participated in the initiative’s discussion under the “Dialogue between Government and Business” platform.
The most recent meeting of the platform, held on May 22, 2025, focused on the development of an inclusive labor market and innovation. During the meeting, Olena Orliuk, Director of the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office), presented initiatives aimed at supporting business and start-up innovation activities in the context of intellectual property rights. In particular, it is about the possibility of reimbursing fees related to the legal protection of such assets.
Small and medium-sized enterprises (SMEs) and individual entrepreneurs (IEs) in the Kyiv region can now benefit from this support and receive compensation for fees related to the protection of intellectual property rights. This measure is part of the updated Comprehensive Program “Competitive Kyiv Region”.
“The IP Office welcomes the launch of the initiative for partial reimbursement of fees related to the protection of intellectual property rights. We are sincerely pleased that the Kyiv Regional Military Administration (KRMA) supported our proposal and implemented the first pilot program in Ukraine specifically for entrepreneurs in the Kyiv region. This is a significant step in supporting small and medium-sized businesses, which often lack the resources to protect the results of their innovative activity and business ideas”, noted Olena Orliuk.
The head of the IP Office also stated that UANIPIO representatives are interested in scaling the project across Ukraine, aimed at the creation and commercialization of intellectual property, and to substantially increase the share of intangible assets in the national economy:
“The IP Office is already in dialogue with other regions regarding the nationwide expansion of this initiative. For our part, we will actively inform Kyiv region businesses about this opportunity. We hope the program will be extended next year.
Intellectual property is a valuable asset that enables entrepreneurs to commercialize their ideas, attract investment, and strengthen their market positions. That is why the development of the IP system in the regions is not just important – it is critically necessary for Ukraine’s recovery and economic growth”, emphasized Olena Orliuk.
The initiative is being implemented by the Kyiv Regional Military Administration (KRMA) with the support of UANIPIO. Its goal is to stimulate business development and protect innovative solutions.
The Kyiv region is the first in Ukraine to introduce such a targeted program. In 2025, 1 million UAH has been allocated from the regional budget for its implementation.
The application deadline for reimbursement requests is December 12, 2025 (unless the budget is depleted earlier).
Procedure for partial reimbursement:
Industrial designs – reimbursement of 75% of official fees for actions related to rights the protection of these rights, up to UAH 2 200 per filed application for which state registration has been completed;
Three simple steps:
1. Obtain a protection document (patent or certificate) for the IP rights during 2025.
2. Prepare a complete set of documents for partial reimbursement of fees related to IP rights protection.
3. Submit the package to the Kyiv Regional Military Administration.
The document package must be submitted both in hard copy to the Department of Economic Development of KRMA (Lesya Ukrainka Square, 1, Kyiv, 01196) and in electronic form to: doc@koda.gov.ua.
There is a list of documents required for obtaining partial reimbursement of fees for actions related to the protection of intellectual property rights:
1. A completed motion set per the form specified in Annexe 2 (or Annexe 3 for individual entrepreneurships) to the Procedure;
2. An extract from the Unified State Register of Legal Entities and Individual Entrepreneurs;
3. A certified copy of a certificate confirming the absence of debt for payments controlled by supervisory authorities or an extract from the information system of the State Tax Service of Ukraine regarding the taxpayer’s settlement status with the budget and targeted funds as of the date of lodging the application or at the moment of submitting the documents;
4. A certified copy of statistical reporting – Form No. 3-борг for 2024 or a certificate in free form confirming the absence of arrears in payment of wages and related accruals for 2024 signed by the head of the entity submitting the request (or a person authorised to represent it based on a power of attorney); for sole proprietorships – annual report Д-5 containing data on income and paid the Single social contribution (єдиний соціальний внесок, ЄСВ);
5. Information about the bank account details where the reimbursement amount is to be transferred;
6. Information regarding the payment of fees for actions related to the protection of intellectual property rights, in accordance with the official details of UANIPIO (a document confirming payment of fees) and the state duty;
7. Notification from UANIPIO confirming the date of filing of the application for the intellectual property object in question;
8. A document certifying the protection granted in respect of an intellectual property object (a patent or a certificate) obtained in 2025.
The selection of applications for partial reimbursement is carried out by a commission approved by KRMA’s resolution. Commission meetings are held as applications with a full package of supporting documents are received.
The commission reviews submitted applications and documents for compliance with the established Procedure. Based on the meeting’s outcomes, a protocol is prepared specifying one of the following decisions for each applicant:
The protocol also includes the official registry for partial reimbursement in the prescribed form.
Within five working days from the date of the decision, the Department of Economics and Investments sends a written notification to each applicant with the results of consideration.
Important: If the document package is incomplete, it will not be registered and will be returned to the applicant without review.
