The REACT Annual General Meeting (AGM2025) was held in Amsterdam (Kingdom of the Netherlands), dedicated to current challenges and best practices in the field of customs control, digital regulation and intellectual property rights (IP rights) enforcement.
The key topics of discussion at the AGM2025 conference included:
Customs control: new tools to improve the effectiveness of customs control and combating unfair behavior.
Geographical focus – India: recognition of India as one of the main sources of counterfeit products; analysis of effective approaches to control both online and offline.
Internet use – DSA assessment: the first year results of the EU Digital Services Act and ways to counteract the activities of organized criminal groups in the digital space.
Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office) was represented at the AGM2025 conference by:
An important memorandum of understanding was signed between the Ukrainian IP Office and the international anti-counterfeiting network REACT in the framework of the conference.
This memorandum is a significant step towards strengthening international partnership in the field of IP rights enforcement and enhancing the anti-counterfeiting efforts, which pose a serious threat to both business and consumers.
Cooperation with the REACT Anti-Counterfeiting Network opens up new opportunities for Ukraine to exchange information, coordinate actions and implement best international practices.
“Signing of this memorandum is a recognition of Ukraine’s active role in the international system of IP rights enforcement. We continue to build reliable partnerships that will enable us to reduce the number of counterfeits on the market and ensure the IP rights enforcement for their holders”, – said Oleksandra Kosenko.

REACT brings together more than 300 companies and organizations around the world that work together to detect and stop the circulation of counterfeit goods. Therefore, the strengthening of cooperation with the Network demonstrates Ukraine’s intention to actively participate in international initiatives in the field of intellectual property and enforcement of fair business.
“Today’s signing of the memorandum with the REACT network is an important step in our joint fight against counterfeit products. In the post-war reconstruction of Ukraine, we must not only rebuild the infrastructure but also create fair rules of the game for business.
Counterfeiting undermines the economy, creates risks for citizens and hinders innovation. That is why the fight against it is one of our priorities. Partnership with REACT opens up new opportunities for exchange of experience, practical actions and systematic enforcement of IP rights”, – noted Vladyslav Bilotskyi.
