    Support for Ukraine’s IP sector: UANIPIO and WIPO deepen cooperation

     

    During the 51st session of the Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore (IGC), held at the headquarters of the World Intellectual Property Organization (WIPO), Bogdan Paduchak, First Deputy Director of the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO), held a working meeting with Habip Asan, Director of the WIPO Division for Transition and Developed Countries (TDC), and the TDC team.

     

    During the meeting, the parties discussed the initiatives that WIPO is implementing jointly with the Ukrainian side:

     

    • Impact assessment of the war on the innovation and creative ecosystem of Ukraine: conducted within the framework of the decision adopted at the 65th session of the WIPO General Assembly, the final report of this assessment is being finalised. Ukrainian experts actively contributed to the collection of relevant information. The report is set to be presented in July 2025, during the 66th session of the WIPO General Assembly.

     

    • Development of the National IP Strategy: WIPO is actively supporting the preparation of a draft Strategy within the scope of the Memorandum of Understanding with the Ministry of Economy of Ukraine. The diagnostic stage has been completed, comments from international WIPO experts have been received, and the draft Strategy is now being finalised.

     

    • Initiatives for digitalisation and support for the intellectual property sector, in particular:

     

    – cost-free implementation of WIPO Connect software for Ukrainian copyright collective management organisations;

    – TISC network activities: 46 Technology and Innovation Support Centers (TISCs) are already operational, with over 1,000 requests processed in 2024;

    – localisation of tools for SMEs, in particular the WIPO IP Diagnostic Tool;

    – plans for adaptation and implementation of the IP Management Clinics (IPMC) program in Ukraine;

    – cost-free access for Ukrainian institutions to ASPI/ARDI databases until the end of 2025;

    – Ukraine’s participation in the CDIP project to strengthen the potential of IP offices in times of crisis;

    – consultations on UANIPIO’s accession to the WIPO Digital Access Service (DAS).

     

    The parties agreed to continue close cooperation to build an effective system for the protection and enforcement of intellectual property rights in Ukraine in accordance with international standards.

     

    In these difficult times for Ukraine, we highly appreciate the systematic support of WIPO in all key areas – from the development of strategic documents to digital services and educational programs. The full-scale war caused significant losses to the Ukrainian innovation and creative sectors, disrupting the stable processes of protection and enforcement of IPRs. That is why the joint efforts and projects we implement together with WIPO are critically important for the restoration and further development of the national IP system,” underlined Bogdan Paduchak.
