    UANIPIO entered the TOP-20 ranking of the world’s most innovative intellectual property offices

     

    WTR IP Office Innovation Ranking, an international research analyzing IP agencies’ approaches to services and interaction with business, has presented the results for 2025.

     

    The specialized publication World Trademark Review (WTR), which covers international intellectual property law practice, has published the updated annual IP Office Innovation Ranking research, in which Ukraine has entered the TOP-20 intellectual property offices in the world for the first time in terms of the development of non-core tools and services.

     

    About the research 

     

    The WTR research has been conducted since 2017 and focuses on how national IP offices go beyond basic registration functions and form a modern ecosystem of services for users. Unlike traditional assessments, the focus is not on the speed of examination or the quality of application processing, but on the practical user experience and the development of non-core tools and services.

     

    As part of the research, World Trademark Review surveys practitioners from around the world who evaluate the work of their national IP offices in three key areas:

     

    • digital tools and services, including website usability, electronic application filing, contact accessibility, data openness, and the use of AI solutions;

     

    • value-added services, including mediation, expedited procedures, support for small and medium-sized enterprises, and cooperation in the fight against counterfeit products;

     

    • educational activities and public engagement — events, social media, trademark research, inter-institutional cooperation, and promoting IP outside the professional community.

     

    Recognition of Ukraine’s efforts

     

    Ukraine’s participation in the ranking was an important international recognition of the efforts of the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office) to modernize the national intellectual property system and expand the range of services for inventors, businesses, and innovators.

     

    As noted by the research’s compiler, Tim Lins, Ukrainian respondents generally highly rated the development of non-core services of the UANIPIO and positively noted the stability and reliability of the IP Office’s website, as well as its gradual approximation to the best international standards.

     

    In particular, service users noted that the Ukrainian IP office had strengthened technical harmonization and integrated Ukrainian data into all-European tools, in particular TMview, which contributed to greater transparency and accessibility of information for users.

     

    Convenient access to registries and expanded information resources through the IP Academy and National IP&Innovations Hub were also named among the key advantages. The educational activities of UANIPIO were also noted. In particular, according to the experts surveyed, training courses, online webinars, and the development of educational programs on intellectual property (including for the integration of IP education into school curricula) are effective, conducted regularly, and reach a wide audience.

     

    As for growth areas, Ukrainian users see them in strengthening the digital component of non-core services, in particular expanding online consulting tools, improving remote access to educational resources, and creating more convenient digital interfaces for SMEs.

     

    The main constraints remain limited resources in wartime, financial challenges, and general instability of the environment.

     

    About global leaders and trends

     

    The European Union Intellectual Property Office (EUIPO) and the UK Intellectual Property Office (UKIPO) shared the top spot in the IP Office Innovation Ranking in 2026. They received the highest scores for a combination of non-core tools and services focused on user experience.

     

    As noted by the authors of the research, one of the key trends this year was the active introduction of artificial intelligence tools into the work of IP offices, both in public services for applicants and in internal processes.

     

    The WTR’s ranking of the TOP-20 most innovative IP offices in the world in terms of the development of non-core tools and services looks like this:
