Representatives of the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office) recently shared their expertise at the international workshop “IP Office: Opportunities and Tools for Business and Science.”

 

The event was organized by the Knowledge Valorization Center of Poltava University of Economics and Trade in cooperation with the Ukrainian IP Office and the Poltava Regional Development Agency “Office of European Integration” within the international grant project “Impact Campus: Knowledge Valorization Centres for Sustainable Entrepreneurship and Digital Transformation” (supported by EIT HEI Initiative and Horizon Europe).

 

The workshop gathered representatives from 9 countries: Ukraine (Poltava, Kyiv, Lviv), Romania, North Macedonia, Tunisia, Croatia, Bosnia and Herzegovina, Italy, Türkiye, and Switzerland.

 

The event served as a strategic platform for discussing the role of intellectual property, data analytics, and modern commercialization tools in building strong innovation ecosystems, developing regional innovation infrastructure, and fostering collaboration between universities, businesses, and international partners.

 

 

Key presentations were delivered by UANIPIO experts.

 

From IP Strategy to Innovation Implementation

 

Olha Kronda, Head of the Innovation Development Department at UANIPIO, emphasized the important role of the IP Office in Ukraine’s innovation ecosystem through the development of modern services, analytical tools, and the activities of the National IP&Innovations Hub, the TISC network (Technology and Innovation Support Centers), and regional innovation hubs.

 

She highlighted that intellectual property today is not only a legal protection mechanism but a strategic tool for economic development, enhancing competitiveness, investment attractiveness, and integration into the European innovation space.

 

 

Key points of the presentation:

 

• The variety of IP objects (inventions, utility models, industrial designs, trademarks, geographical indications, copyright, trade secrets, etc.) and specifics of their legal protection.

 

• The need for a comprehensive IP protection approach – developing a full IP strategy that includes registration, infringement monitoring, commercialization, and international protection.

 

• IP strategy as an integral part of business strategy and its impact on competitive advantage, company valuation, and access to funding.

 

• The role of the National IP&Innovations Hub, TISC network, and regional innovation hubs in supporting inventors, startups, researchers, and businesses from idea to market.

 

Olha Kronda emphasized that a well-developed IP strategy enables the transformation of innovations into tangible economic impact and ensures effective protection of intellectual property outcomes in the face of modern challenges.

 

Special attention was also given to the importance of a comprehensive approach to intellectual property protection, encompassing not only the registration of rights, but also ongoing monitoring, effective commercialization, and international protection.

Analytical Tools of the IP Office

 

Alla Ivashchenko, Head of the Division for Analysis of Innovation Indicators and Patent Information at UANIPIO, presented the IP Office’s analytical capabilities and demonstrated the interactive dashboards in real time.

 

 

Key insights:

 

• Ongoing analytical work by UANIPIO, including preparation of analytical reports, monitoring of IP assets on the balance sheets of universities and research institutions, and studies of innovation activity across regions, universities, and economic sectors.

 

• Regional Intellectual Property Development Index (IP4R Index) – an integrated tool for assessing IP development levels across Ukrainian regions. The interactive dashboard enables to:
  • rank regions;
  • analyse the growth dynamics;
  • compare of regions of different scales;
  • identify strengths, gaps, and policy priorities.

 

• Innovation Infrastructure Dashboards – interactive maps and analytics covering industrial parks, TISC centers, innovation hubs, and technology platforms. These tools allow users to evaluate geographical distribution, development dynamics, compare regions, and identify gaps and priority areas for infrastructure development.

 

Alla Ivashchenko also outlined promising areas for collaboration with regions, universities, businesses, and international partners, including joint analytical projects, use of dashboards for investment proposals, technology matchmaking, and development of regional IP policies.

The workshop provided participants with practical tools and valuable insights for strengthening regional innovation ecosystems. The event featured in-depth discussions on real mechanisms of cooperation between central institutions, regions, and European partners aimed at accelerating technology transfer, attracting investments, and supporting Ukraine’s recovery through innovation.
