    Intellectual property in 2025: key results in the field

     

    The year 2025 was a period of significant changes and tangible achievements for the intellectual property field. Despite challenging circumstances, the national IP system continued its systematic development.

     

    Throughout the year, international cooperation expanded; work within the framework of European integration continued; legislation was improved; digital solutions and services were introduced; support for business, inventors, and the creative industries was strengthened; innovative infrastructure was developed; and public awareness of intellectual property was raised.

     

    In addition, the Ukrainian National Office for Intellectual Property and Innovations (UANIPIO/IP Office), together with its partners, launched and implemented a number of IP projects aimed at promoting intellectual property among Ukrainian businesses, creators, and innovators, and organised key events in the IP field.

     

    These steps have not only strengthened the institutional capacity of the intellectual property sphere, but also established intellectual property as one of the drivers of Ukraine’s economic development.

    International direction
    • Over 600,000 Ukrainian trade marks have been integrated into the TMview EUIPO European database, ensuring Ukraine’s inclusion in the EUIPN digital space.

     

    • Ukraine has been elected for the first time to the governing bodies of WIPO for the period 2025–2027: to the Coordination Committee; the Executive Committee of the Paris Union; the WIPO Programme and Budget Committee.

     

    • WIPO General Assembly decision to support Ukraine: annual assessment by the WIPO International Bureau of the impact of the russian federation`s war of aggression against Ukraine on the IP system and the innovation and creative sectors.
    EU-UA

    Four draft laws were developed and reviewed with the EU side:

     

    • Trade secrets;
    • Copyright and related rights;
    • Patents and utility models;
    • Trade marks.

     

     

    These draft laws implement European standards and will significantly improve the conditions for the protection and enforcement of intellectual property rights for Ukrainian businesses.

     

    The implementation of the European trademark registration system will significantly reduce registration times (to three months).

     

    IP legislation

    In 2025, the Verkhovna Rada of Ukraine adopted laws that:

     

    • Restored standard time limits for actions to protect IP rights (Law No. 4362);

     

    • Provided veterans’ businesses with privileges regarding the registration of IP rights (Law No. 4563);

     

    • Standardized IP rights for objects created during military service (Law No. 4585);

     

    • Accelerated access to the market for medicinal products after the expiry of patent protection (Law No. 4454);

     

    • Introduced protection of sensitive information from State registers on IP rights in the field of national security and defense (Laws Nos. 4576, 4577).

     

    Subordinate legislation and methodologies
    • The European procedure for additional protection of inventions relating to medicinal products has been implemented (Order of the Ministry of Economy No. 1803 dated March 19, 2025);

     

    • The procedure for acquiring and losing orphan work status has been improved (Resolution of the Cabinet of Ministers No. 585 dated May 21, 2025);

     

    • The time limits for state registration of copyright have been shortened (Order of the Ministry of Economy No. 337 dated May 27, 2025);

     

    • The procedure for examining applications for geographical indications has been updated: faster procedures, simpler interaction with applicants, enhanced guarantees (Order of the Ministry of Economy No. 1052 dated November 5, 2025);

     

    • Methodological recommendations for the examination of applications for inventions and utility models have been introduced (Order of the UANIPIO No. 102/2025 dated May 6, 2025);

     

    • Methodological recommendations on certain aspects of examining applications for trade marks have been introduced (Order of the UANIPIO No. 249/2025 dated October 17, 2025).
    Intellectual property in numbers

    In 2025, UANIPIO completed 31,452 examinations of applications for industrial property objects and registered:

     

    • inventions – 1,224;
    • utility models – 3,718;
    • trade marks – 25,407

     

    (including 20,281 under the national procedure and 5,126 under the Madrid System);

     

    • industrial designs – 1,099;
    • geographical indications – 1;
    • semiconductor products – 3.

     

    Also registered:

     

    • copyrights in works – 9,103;
    • agreements concerning property rights in works – 319.
    Support for creative industries
    • WIPO ALERT: 15 conclusions were adopted on the grounds for including websites in the national list of websites that raise concerns regarding IP rights compliance.

     

    • Methodological recommendations were developed for synchronizing the Register of Museum Fund of Ukraine with European repositories. 

     

    • Over 4,200 consultations provided to representatives of creative sectors of the economy on IP rights protection.

     

    • Copyright was registered for collections of over 2,700 paintings by world-famous Ukrainian artist Ivan Marchuk.

     

    Within the framework of the project “34 Poles of Creativity,” 10 educational events were held, in particular, for representatives of the architectural and translation communities, for composers in the field of academic music, and for employees of scientific libraries in Ukraine. To commercialize IP rights, draft agreements on the disposal of property rights to copyrighted works were developed for architects and translators.

    Digitization

    The following software has been developed and implemented at UANIPIO for industrial operation:

     

    • the “Certification of Patent Attorney Candidates and Patent Attorneys” system;

     

    • the “Register of Patent Attorneys” module.

     

    The “UANIPIO Web Portal” software has been developed and put into pilot operation (information and reference data is being added):

     

    • web portal for users:

     

    • implementation of interactive elements (maps, graphs, survey forms, registers, etc.)
    • online registration for UANIPIO events

     

    • personalized user account:

     

    • use of modern authorization methods
    • online submission of documents for registration of IP rights
    • online payment of fees for actions related to the protection of IP rights 
    • online chats for quick and convenient communication with UANIPIO representatives
    IP projects

    UANIPIO, in cooperation with the Entrepreneurship and Export Promotion Office, has launched a new phase of support for entrepreneurs, startups, and innovators. On the “Diia.Business” portal:

     

     

    • a new online course, “Intellectual Property and Business,” has been presented.

     

    To promote Ukrainian businesses that demonstrate a responsible attitude toward intellectual property, the project “Ukraine Inspires the World” has been initiated and launched.

     

    Kyiv Regional Military Administration (KRMA), with the support of UANIPIO, implemented a program to reimburse the costs of registering IP objects for SMEs. This initiative was also introduced by the Lviv City Council with the assistance of the IP Office.

     

    UANIPIO and the NGO UACRR have launched a joint educational project for authors called “United for IP.”

    The IP Office, together with the Ministry of Digital Transformation and WINWIN AI Center of Excellence, is participating in joint efforts to develop a National Large Language Model (LLM).

    IP events

    UANIPIO, together with its partners, organized key events in the IP sphere:

     

    • National Forum-Dialogue “Ukrainian Music Industry: Listen, Protect Your Own” – a special event under the patronage of the Office of the President of Ukraine;

     

     

    • IV National Forum on Intellectual Property and Innovation “Intellectual Property: Law, Economy, Technology” (IP LET Forum 2025) – organized and supported by the Ministry of Economy; EUIPO; EU4IP project “Strengthening Intellectual Property Rights in Moldova and Ukraine,” funded by the EU; WIPO; EPO;

     

    • COLLABORATE TO INNOVATE 2025 “Startups speak the language of innovation, investors speak the language of solutions.”
    Certification of patent attorneys

    In 2025, for the first time since 2017, the UANIPIO Attestation Commission successfully certified 76 IP representatives, including the following specializations:

     

    • trade marks – 74;
    • industrial designs – 60;
    • inventions and utility models – 27;
    • semiconductor products – 16;
    • geographical indications – 37;
    • legal services – 27.

     

    Also, in May 2025, the UANIPIO Appeals Commission began its work, considering 6 complaints (3 complaints against the actions of patent attorneys were rejected, and 3 complaints against the decisions of the Attestation Commission were upheld).

    Development of innovative infrastructure

    In 2025, the National IP&Innovations Hub:

     

    • Held 125 events: webinars, training sessions, workshops, presentations on IP and innovation, as well as strategic sessions on supporting industrial parks. More than 10,000 participants from different regions of Ukraine had the opportunity to apply the knowledge they gained in their practical activities.

     

    • Opened 6 Technology and Innovation Support Centers (TISCs): a total of 48 TISCs are already in operation.

     

    • Supports the activities of 4 regional innovation hubs.

     

    • Developed a concept for creating joint Diia.Business-TISC centers.

     

    • Conducted a GrantWay training course (5 modules, over 150 participants).

     

    • Prepared 50 information and analytical products on IP and innovation issues (analytical reports, guides, dashboards, digests).

     

     

    • Implemented the Neuro Impact Challenge project “Innovative Solutions for the Treatment of Neurological Diseases” in partnership with the Ministry of Education and Science of Ukraine and “Yuria-Pharm” LLC (9 teams).

     

    • Provided over 11,500 consultations on IP and innovation issues for inventors, researchers, authors, creators, and businesses.
    Protection of IP rights

    In 2025, the Supreme Court issued key decisions in the IP sphere, forming, in particular, the following legal conclusions:

     

    • The period of non-use of a TM for the purposes of early termination of its validity does not depend on a change in the holder (resolution of the Grand Chamber of the Supreme Court of March 5, 2025 in case No. 910/8781/23).

     

    • The right to additional protection arose for the right holder before the amendments came into force, so the new terms could not be applied (Supreme Court resolution of August 14, 2025 in case No. 910/12688/24).

     

    In 2025, the courts opened proceedings on 67 claims against the NIPA. In total (as of January 1, 2026), the Intellectual Property Rights Protection Department is working on 157 cases concerning the protection of intellectual property rights with the participation of the UANIPIO.

     

    In addition, the IP Rights Enforcement Department reviewed 884 requests, including:

     

    • 90 requests from lawyers;
    • 504 requests for public information;
    • 13 appeals from citizens;
    • 266 requests from public authorities;
    • 11 decisions on temporary access to items and documents.
    Appeals Chamber of the NIPO

    In 2025, the Appeals Chamber considered and adopted 108 intellectual property cases, including:

     

    • 81 cases – appeals against decisions on trade mark applications;

     

    • 15 cases – recognition of trademarks as well-known;

     

    • 4 cases – appeals against decisions on invention applications;

     

    • 6 cases – invalidation of industrial design certificates;

     

    • 2 cases – invalidation of utility model patents.

     

    In 2025, only two decisions of the Appeals Chamber were appealed in court, which indicates the high quality of the decisions, the level of trust between the parties, and their legal stability.

     

    Key aspects of the Appeals Chamber’s activity in 2025:

     

    • Effectiveness of pre-trial protection of intellectual property rights: a mechanism that ensures prompt, fair, and professional consideration of disputes in the shortest possible time.

     

    • Digitalization and accessibility: in 2025, the processes of filing and reviewing cases were optimized through the introduction of electronic services covering the entire process, from the submission of materials to the participation of parties in online hearings. This has significantly increased the accessibility of justice for applicants from all regions of Ukraine and meets modern international standards of digital governance.

     

    • Transparency and openness: automated case distribution; publication of all decisions of the Appeals Chamber on the official website, ensuring open access and legal certainty.

     

    • Flexible dispute resolution mechanisms: parties are given the opportunity to choose the method of protecting their rights, including: dispute resolution through mediation at any stage of the proceedings in the Appeals Chamber.

     

    • Regulatory improvements: in 2025, consideration of appeals under the “post-grant opposition” mechanism began with regard to: industrial designs; inventions; utility models (8 cases considered). This brought the national intellectual property rights protection system closer to European and international standards.
    IP monitoring

    UANIPIO’s Intellectual Property Rights Infringement Monitoring Center in 2025:

     

    • Implemented two large-scale educational information campaigns:

     

    “ANTI-PIRACY: MUSIC”

     

    Music piracy issues were identified, IP specialists and musicians were brought together, and key messages were communicated to a wide audience via digital platforms. 

     

    “TRUST THE ORIGINAL” (together with OLX.UA)

     

    Consumer and business awareness of counterfeit goods on marketplaces has been raised, understanding of IP rights protection has been strengthened, and filtering of suspicious announcements on marketplaces has been improved.

     

    As well as the Pilot project “IP Education: Protection.”

     

    The topics of intellectual property rights protection have been integrated into the educational process of the lyceum, students’ legal awareness has been increased, and the effectiveness of the approach has been confirmed by practical testing.

     

    • In support of the “ANTI-PIRACY:BOOKS” information campaign, working meetings were held with rights holders and a workshop on combating book piracy.

     

    • Two training sessions for representatives of the prosecutor’s office (involving ~30 participants) and the State Customs Service of Ukraine (involving over 400 participants) were conducted, and there was also participation in the organization of training courses on mediation and expert research.

     

    • Two webinars were organised: “How to shop online without counterfeits: a legal guide for everyone” and “How musicians can protect their rights.”

     

    In addition, Memoranda were signed with the Supreme Court and the REACT Anti-Counterfeiting Network, and participation was taken in more than 20 working meetings with rights holders and state bodies, as well as events for the exchange of international experience.

     

    13 analytical documents were prepared:

     

    • research in the field of e-commerce and music,

     

    • a report on the state of IP rights protection in 2024, 

     

    • reviews of European reports on counterfeiting and piracy, 

     

    • proposals for improving the IP rights protection system in Ukraine, 

     

    • translation of the European Commission’s Recommendations, 

     

    • a guide and booklet on fraud for participants in the IP rights protection system.
    IP mediation

    In 2025, the Mediation Center:

     

    • Conducted Ukraine’s first specialized training course for IP mediators, “Mediation of Intellectual Property Disputes,” and the first “IP Mediation Talk.”

     

    • Implemented two promotional projects: the multimedia project “Conflict without Escalation: The Art of Mediation” and the video project “Mediation for IT and Creative Industries.”

     

    • Conducted 10 educational and professional events, the IV meeting of the Discussion Club, 16 training sessions as part of the training course “Effective Communication and Mediation,” and also joined the recording of educational material on IP mediation for the “Diia.Education” platform.

     

    • Added 6 new IP mediators to the Register of Mediators involved in resolving disputes in the field of intellectual property. Currently, the Register has 21 mediators.

     

    In addition, three memoranda of cooperation were signed with: SET University, NGO APERIO, and Yuriy Fedkovych Chernivtsi National University.

     

    Two representatives of UANIPIO were also included in the Interdepartmental Coordination Council for the Development of Alternative Dispute Resolution Methods under the Cabinet of Ministers of Ukraine.

    IP Academy

    IP Academy is a National Intellectual Property Training Center in Ukraine and implements educational projects with the support of the WIPO Academy.

     

    In 2025, the Ukrainian IP Academy conducted:

     

    • for government agencies: a training course entitled “Brand – a key intangible asset in the modern political landscape” in cooperation with the Research Service of the Verkhovna Rada of Ukraine, and a specialized seminar for representatives of the State Customs Service; 

     

    • for representatives of business and creative industries: an educational series for entrepreneurs “Intellectual Property and Business,” a guide “Intellectual Property for Folk Arts and Crafts,” a digest “Folk Arts and Crafts: A Journey Through the Traditions of the World,” a checklist for folk art craftsmen “Nine Steps to Business Scaling,” a series of checklists “Copyright in Literary Works: Writers’ Rights,” “IP Tips: Photographic Art: Limits of Permissibility and Restrictions”; 

     

    • for specialists in the field: a series of online interviews: “Law, medicine, ethics: points of intersection,” a catalog with a selection of key decisions of the European Court of Justice in the category “Misleading nature of trademarks”;

     

    • for higher education and scientific institutions:

     

    • a series of thematic lectures “IP Connecting Students 2.0”, 
    • a series of webinars “IP Insight: European Reform Course”, 
    • a training “Academic Integrity in Teaching: Principles, Challenges, and Practical Solutions”, 
    • summer school “AI, Code & IP”, 
    • a training course for employees of educational and scientific institutions “Intellectual property rights to objects created in connection with the performance of an employment contract in higher education and scientific institutions”, 
    • an information and reference publication “Formula of the profession: Intellectual Property Through the Eyes of Teachers and Students,” 
    • an information and reference publication “Advice from Experts to Students and Future Professionals,” 
    • a guide “11 Steps from Creation to Commercialization of Service Objects of Intellectual Property Rights”;

     

    •  for secondary education institutions

     

    • a pilot training course for teachers of the “School of Superheroes,”
    • the first meeting of the IP Academy Networking Club for representatives of secondary education institutions,
    • an information and analytical study on the level of teachers’ awareness of intellectual property rights,
    • a concept for introducing knowledge about intellectual property in secondary and extracurricular education institutions, 
    • a guide entitled “Think. Create. Respect IP: 11 Tips for Raising a Young Creator,”
    • a series of informational and reference publications “Improving the Professional Competence of Secondary School Teachers,” “Ecosystem of creative opportunities for the development of children and youth in Ukraine,” “A selection of projects and programs for the development of creativity and engineering skills in children and youth,” “Intellectual property for children: a collection of materials for extracurricular education”;

     

    • for the general public:

     

    • a series of information cards “IP Monday: complex topics made easy,”
    • a national educational campaign “Intellectual Property and Music: Feel the Rhythm of IP” and an educational stream dedicated to Inventor and Innovator Day, 
    • a series of inspirational stories “IP Generation,” 
    • a guide “IP&Music. Feel the Rhythm of Intellectual Property,” 
    • the video project “IP Train: Lectures on Intellectual Property,” 
    • the series of interviews “Tips for a Successful Start and Career Development in Intellectual Property,” “Your step towards knowledge: educational programs on intellectual property.”

     

    International educational projects in cooperation with the WIPO Academy:

     

    • The project for folk art masters, “The Role of Intellectual Property in Preserving the Nation’s Code” (mentoring program and offline event “IP Dialogue with Folk Art Masters”), has been completed.

     

    • The project “Empowering Women in Innovation and Startups” was launched with the support of the Korean Intellectual Property Office (KIPO), bringing together more than 680 women from all over Ukraine (a training course was conducted and a mentoring program was launched).

     

    • Two WIPO online courses were adapted for the eLearning Center distance learning platform: DL 001 – “Introductory Course on Intellectual Property” and DL 101 – “General Course on Intellectual Property.” The adaptation of course DL 201 – “Copyright and Related Rights” is ongoing.

     

    In total:

     

    • over 90 educational events were held;
    • over 20 publications were released;
    • over 950 certificates were issued;
    • over 3,000 participants and over 2,500 listeners were involved.

     

    The IP Academy website was also developed and presented.

    State symbols in TM

    National businesses continue to register trade marks featuring Ukraine’s state symbols. 

     

    In 2025, the Commission for granting permission to use the official name and international letter code of the State of Ukraine in a trademark and/or to include an imitation of the small State Emblem of Ukraine in the trade mark image (the “Ukraine” Commission) considered 102 applications for the use of state symbols in trademarks.

     

    54 decisions were made to grant permission for:

     

    • the use of the official name of the State of Ukraine – 29;
    • the use of the international letter code of Ukraine – 22;
    • the use of the official name together with the international letter code of the State of Ukraine – 2;
    • the inclusion of an imitation of the small State Emblem of Ukraine – 1.

     

    11 decisions were made to refuse permission.

    IP sanctions

    During 2025, UANIPIO processed 61 decisions of the National Security and Defense Council of Ukraine with corresponding lists of sanctioned persons (a total of 4,486 persons: 1,745 legal entities, 2,029 individuals, and 712 vessels).

     

    In accordance with the decisions of the National Security and Defense Council of Ukraine, acts of the President of Ukraine and the Verkhovna Rada of Ukraine, as well as EU decisions: sanctions were imposed on 61 persons and 287 IP objects were blocked.

     

    In 2025, 95 notifications were sent to the National Security and Defense Council of Ukraine and the Ministry of Economy regarding the restrictions (sanctions) imposed by UANIPIO.

    Anti-corruption policy

    The IP Office systematically develops its internal anti-corruption infrastructure in accordance with the UANIPIO Strategic Development Plan for 2024–2028.

     

    In September 2025, UANIPIO successfully passed its first supervisory audit for compliance with the international standard ISO 37001:2016 “Anti-bribery management systems – Requirements with guidance for use” and DSTU ISO 37001:2018 (ISO 37001:2016, IDT) “Anti-bribery management systems. Requirements and guidance for use.”

     

    In November 2025, the National Agency on Corruption Prevention held an online educational seminar entitled “Key Aspects of Anti-Corruption Legislation,” which was attended by over 400 UANIPIO employees.

     

    As part of the implementation of measure 2.6.1.4.3 of the State Anti-Corruption Program for 2023-2025, approved by Resolution of the Cabinet of Ministers of Ukraine No. 220 dated March 4, 2023 (as amended), UANIPIO participated, together with the Ministry of Defense of Ukraine, the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry of Internal Affairs of Ukraine, the State Space Agency of Ukraine, JSC “Ukrainian Defense Industry” and the state scientific institution “Ukrainian Institute of Scientific and Technical Expertise and Information”, in the development of a draft resolution of the Cabinet of Ministers of Ukraine “On Approval of the Intellectual Property Management Policy in the Defense-Industrial Complex of Ukraine”.

     

    The draft resolution provides for the creation of a unified information database of research and development work, results of intellectual activity and technologies for military, special and dual use, design documentation for military products in cooperation with design documentation registries.

     

    In December 2025, the draft resolution was submitted to the Cabinet of Ministers of Ukraine for consideration.
